This “Peppercorn” is actually a dried husk from the prickly ash tree. Not hot like most pepper, it has floral, lemony  notes and a tingly, numbing effect. Usually cooked in hot oil and combined with chilies, creating Chinese dishes like Kung Pao Chicken or Hot Pot.
